BACKING IN PARLIAMENT
PARLIAMENT IS
PAYING ATTENTION
The idea that the biggest polluters should help pay for the costs of climate change is no longer just a campaign demand.
MPs from Labour, the Green Party, the Liberal Democrats, Plaid Cymru, the SNP, the SDLP, Alliance and Independent benches have backed proposals to make polluters pay. Together, they have helped put the polluter pays principle firmly on the political agenda.
The campaign now continues by working with MPs and peers across Parliament to build support for stronger government action, raise the issue in debates, question ministers and keep pressure on the Government to act.
The Climate Finance Fund Bill
The Climate Finance Fund Bill, introduced by Richard Burgon MP, sets out how the Government could raise money from the biggest polluters to help fund climate action.
The Bill proposes that major fossil fuel companies and other large polluters should contribute towards the costs of climate change, helping fund cleaner energy, more resilient communities and support for climate loss and damage in the UK and around the world.
Although Private Members' Bills rarely become law, they are an important way of building political support and putting new ideas onto the parliamentary agenda.
Early Day Motion 1386
An Early Day Motion (EDM) allows MPs to publicly show their support for an issue.
Nearly 50 MPs have signed Early Day Motion 1386, welcoming the principles behind the Climate Finance Fund Bill and calling for serious consideration of proposals to make major polluters contribute more towards the costs of climate action.
The Make Polluters Pay Parliamentary Pledge
Not every MP is able to sign an Early Day Motion. Ministers, for example, do not usually do so.
Instead, many MPs have signed the Make Polluters Pay Parliamentary Pledge:
"I pledge to push for the biggest polluters to pay their fair share towards the costs of climate change, costs that my constituents, and frontline communities across the globe, are already paying."
Together, the Early Day Motion and Parliamentary Pledge demonstrate broad support for the principle that those who caused the climate crisis should contribute towards the costs.
